PropertiesManager.PROPERTY_SHOW_UTILITYPANE_ATTACHMENTS causing index out of bounds error

            Description

            6.2 introduced a new utility panel for file attachments. If the tab is turned off there will be a resulting index out of bounds error if the file has no attachments. Code protection needs to be added to check the indexable values. Similar problems are also possible for layersPanel and signaturePanel .
