The PDF in question contains a large number of font of pretty much every type. Most of the the Latin fonts are embedded where the Asian glyph's are not which is a bit odd. Further research is needed as to the exact cause of the problem.

It turns the out the document is encrypted and the code we have that pulls the /ordering and /registry information from the CIDSystemInfo dictionary is not decrypting the values and not selecting the correct CMap file.
The original value /CIDSystemInfo<</Ordering(|êÓöþ¯)/Registry(wïÌõõ)/Supplement 2>> decrypts to /CIDSystemInfo<</Ordering(Japan1)/Registry(Adobe)/Supplement 2>>.
