Server-side TabSet pane may appear blank when returning to it

            Description

            When tabbing away then back to a client="false" tab, it may appear blank. This is caused by the client-side javascript hiding the tab, and then the DOM update coming back empty if nothing has changed in the rendering. The tab itself will appear active, but the content will be empty.
