            test page committed to 1.3.0 branch and trunk in mobitest showing proper behavior. no scroll bar is added when the height of the contents of the split pane is less than the height of the browser.

            test showing proper behavior added to mobitest. If user can find combination showing the problem can reopen and assign to 1.4
