JQM themes have no border between tablet split regions

            Description

            JQM based themes are missing a separator between the left and right hand SplitPane regions on tablets. This looks odd and is inconsistent with the SplitPane structure established in our previous themes.

            A rule to add the missing border should be all that is required.
