Fix build so that css will build correctly if projects are "cleaned"

            Description

            currently the either jsf or jsp jar has problem if you try to build from the jsf/components/component or jsp folder. The css will only build correctly from the top most folder with ant script build. If you run "ant clean dist" from jsf or "ant clean lib" from jsp project, get the following:-

            /Users/jguglielmin/icefaces/checkouts/JSPmobiajax/icemobile/jsf/components/component/build.xml:365: Problem: failed to create task or type urn:ICEsoft:subant
