create form proxy for layout containers

            Description

            The layout components which implement ContentPaneController, may not have the content rendered on the client and ready to be viewed, so needs to go to server to get that markup.
            Rather than having to submit the entire form and having the layout components to be encased by a form, it is much nicer to just submit the id of the contentPane and get the server to send it back to you.
