tabView component css lot being loaded

            Description

            The ComponentConfig class seems to be having a hard time with META-INF/resources/js/yui_2.8.0r4/build/assets/skins/sam/tabview.css . I suspect it's the . or another character that it can't properly resolve in a url.

              Copied tabview.css to css resources folder to improve import reliability via the css component. I'm still seeing what appears to be phantom resource loading issues but I can't seem to put my finger on it. I'll create a new bug for beta2 so we can track this.
