Description
The scope attribute doesn't seem to be having an effect when using IceOutputResource as the value in mobi:videoPlayer and mobi:audioPlayer.

Changing the scope attribute value will not trigger any visible change. It just changes the scope of the resource when the ace:videoPlayer or ace:audioPlayer registers the resource by calling the corresponding ResourceRegistry.add*Resource method.
