MobileShowcase - Page Panel - footer issues when scrolling

            Description

            When scrolling down to the bottom of a page panel the footer can be seen before releasing your finger from the page. Once you release your finger from the page the footer will snap itself lower down into the view (or perhaps the view scrolls itself up) and the footer can no longer be seen.

            To reproduce:
            1) Build / deploy showcase and navigate to showcase/showcase-mobile.jsf
            2) Navigate to Page Panel demo
            3) Click the link to open the page panel in a separate page
            4) Swipe up to scroll down to the bottom of the page (the footer is seen)
            5) Release your finger (the footer is now out of view)

                4) Swipe up to scroll down to the bottom of the page and release your finger

                The footer will come into view and then move lower on the page so you must scroll again to see it.                 		When scrolling down in a page panel the footer will come into view but when releasing your finger from the screen it will lower itself down and be out of view again. To see it you have to scroll back down.
