Description
Create a new ace:borderLayoutPanel component that will provide an updated implementation of the legacy ice:panelBorder layout functionality.
The ice:panelBorder is a layout container component that arranges and resizes specified child containers to fit in five regions: north, south, east, west, and center.
Note that we should ensure all JS is using latest best practices and possibly add additional support for optional user-resizing of the various border regions.
