ace:tooltip showDelay does not work the first time a tooltip is displayed

            Description

            see attached test case. the tooltip is shown immediately when hovering over the dataTable column, rather than respecting the delay of 5000ms

              Committed fix to 4.0 trunk at revision 40026 and to 3.3 EE maintenance branch at revision 40027. Added a timeout function to display the tooltip when there's a show delay, instead of displaying the tooltip right away.

              Re-opening due to a likely related regression:
