Modify Ant builds to default to JSF 2.2 instead of 2.1

            Description

            For ICEfaces 4, we want to support JSF 2.2 exclusively. The older build files from ICEfaces 3.3 allowed you to choose either 2.1 or 2.2 but defaulted to 2.1. More details are available in ICE-9300.

            As a first step to removing any dependency on 2.1, we need to switch the default to use 2.2. Later, we can remove all of the dependencies on 2.1.
