Update jquery library to v1.11 for ICEfaces 4

            Description

            jquery 2.x has been released but has eliminated support for IE6, 7 and 8.

            also jquery 1.10 has also been released (continues to support IE6, 7 and 8). A fix is included in jquery-ui for ICE-9662 so that we don't have to modify the css in jquery 1.9 which is included in the ICEfaces-3.3 branch.
            recommend at least updating to jquery1.10.x (currently 1.10.2 is released) for ICEfaces 4 if IE8 support is still required.

                Committed fix to trunk at revision 40302. Updated to jQuery 1.11.0 and included the jQuery Migrate 1.2.1 plugin.

                Updating the jQuery UI library is not feasible at the moment because of several custom fixes to the code and numerous issues occurring after the update. Also, the Wijmo library doesn't work with the newer versions of jQuery UI, and updating Wijmo itself will require a major effort, as described in ICE-9103.
