ace:richTextEntry - disabled=true does not disable the component

            Setting disabled=true on the ace:richTextEntry still allows a user to click the buttons and enter in text.

              Committed fix to 3.3 EE maintenance branch at revision 38890 and at 4.0 trunk at revision 38891.

              Added ability to disable the editor functions, which wasn't supported before.
