Make 'Diff propagated to root but no ID set' error debug logging configurable

            Description

            With the changes in ICE-8662, there is now extra debug logging that is displayed in the server logs when this error occurs. The issue is that this isn't configurable via the diffConfig parameter. If the error is thrown these logs will always be printed.

            This feature request is to make this extra logging configurable in the DOMUtils.nodeDiff() method possibly using the same debugAB parameter.
