Uncompressed scripts are not being used in development stage

            Description

            Originally, work done by Art in ICE-8683 modified the HeadRenderer in ACE to use uncompressed scripts when in development stage. However it seems that recently some change has cause this feature to regress although the functionality of HeadRenderer hasn't changed and scripts are being generated correctly.

                Replaced HeadRenderer with a system event listener that does the switching to the uncompressed versions of the ACE resources. The system event listener runs before the coalescing occurs, thus the coalescing will work with the uncompressed resources in development mode.
