changing template doesn't automatically set required libraries

            Description

            ICEfaces configuration wizard should set required libraries checkboxes automatically based on selected template. But the current problem is that the initial state is right but once template selection changed the required library won't be selected (only be disabled). I believe this issue was introduced when I was trying to add optional="true" to define a required library is optional, which is supposed to be selected but nit disabled.
