ace:tableConfigPanel - Add ability to set the positioning of the panel popup

            Description

            Feature Request: Add the ability to defined where the panel will be rendered when its displayed.

            It is currently possible to override the CSS for example:

            .ui-tableconf {
                 top: 100px !important;
                 left: 100px !important;
                 margin-left: 250px !important;
            }

            There does seem to be an issue with doing this with a recent trunk build, with these settings the panel is no longer draggable.

              ICE-8912 - ace:tableConfigPanel added offsetLeft and offsetTop attributes

              When these attributes are not set the default is still horizontally centred and offset slightly vertically from the target DataTable.
