CLONE - panelTooltip displays in off position when being displayed in a panelPopup

            Description

            If a panelTooltip is displayed for the content of a panelPopup the tooltip is displayed in position far away from where it should be. Moving the panelTooltip component to outside of the panelPopup helps this issue if the panelPopup is not modal. If it is modal the popup displays properly but it is behind the modal background.
