ace:panel - toggling panel expansion causes page to snap to top and '#' to be added to URL

            Description

            When toggling the expansion of the ace:panel component via its buttons a '#' is added to the browser URL. Also if the page is scrolled down, upon toggling the panel the page is scrolled to the top.

            This behavior can be reproduced on the comps-suite demo.
