ACE should javadoc Base, Tag, Handler classes instead of Meta

            Description

            Right now, if you run the javadoc target in the ACE component build file, all of the manual classes are correctly javadoc'd, but not the Base classes, which some of the manual classes extend. As well, we should probably javadoc the Tag and Handler classes, and stop javadoc'ing the Meta classes.
