Add ability to associate an ace:dialog component to the UI blocker (blockUIOnSubmit=true) for custom activity messages

      Description

      Many users like the ability to display custom user messages whenever the browser submits data (between the submit and response received). Currently, we have the blockUIOnSubmit configuration setting which will automatically block users from interacting with the browser UI while a submit is in progress. However, there is no mechanism for displaying a message / message dialog to the users when this occurs. The cursor switches to hourglass (for longer running operations) and the background is greyed out to show that it is not enabled.

      It seems that one of the easiest ways to add support for displaying a user message whenever the blockUIOnSubmit blocker is active would be allow the application to include an ace:dialog component on the page and to associate or designate the component to be displayed whenever the blockUIOnSubmit ui blocker is activated (and hidden when it's deactivated). That way, the application could control the message, styling, etc. for the ace:dialog dynamically and have full control over the messages being displayed with minimal effort.
