Compat:panelTabSet rendering issues when various ACE components inside

      Description

      I've found that when testing various ACE components, the Compat:panelTabSet fails to render properly.
      The test pages for these components are located at: repo\qa\trunk\Regression-Icefaces2\Sparkle\

      ACE:Dialog / ACE:ConfirmDialog / ACE:Panel / ACE:NotificationPanel: PanelTabSet fails to render in Internet Explorer

      ACE:Resizable (for inputTextArea, GraphicImage, Panel), ACE:Draggable (for GraphicImage, Panel), ACE:FileEntry: PanelTabSet fails to render in ALL browsers

          We should retest this after ICE-7142 and ICE-7103 are completed, since they affect how well partial execution and rendering work within compat UISeries subclasses, such as ice:panelTabSet.

          The problem all along was a test app configuration issue. Some of the ACE component test pages did not include the necessary CSS for a compat component such as panelTabSet. Adding a link to "xmlhttp/css/rime/rime.css" in the head of each page containing a panelTabSet fixed the styling issues.
