ACE: animation tag duration attribute is not reliable

            Description

            The ace animation tag provides a duration attribute which can be used to specify how long a specific animation should take to complete. However, basic testing of this attribute seems to show that it has unpredictable effects on the animation.

              The default value of YUI duration is "1" second. So I changed our animation base class to set default to "0.2" which seems reasonable. So if duration was not set on animation, it will use "0.2".
