Reorganise cssurlmapper and smart sprites into dir that's sibling of generator

            Description

            The tools which operate on the sparkle components should not themselves exist inside the components directory, but should be in their own directories, which are siblings of the generator directory. Alternatively, they could be put together into a "tools" directory, which is the sibling of the generator directory.

              Art, please complete this task asap. Also, please update the Wiki docs for the build changes, smart-sprites, and URL mangler in detail, including specific example so we can all understand the process, etc.
