Opening a modal popup from a modal popup causes the page focus to be set on the underlying form

            wrap the panelPopups inside panelGroups

            Description

            Scenario:
             - Open modal popup #1.
             - The focus, when tabbing, is stays within the popup and the browser.
             - On modal popup #1, open modal popup #2
             - Popup #1 is un-rendered and popup#2 is rendered.
             - The focus now is applied to the underlying form and the user can interact with the components.
