            Description

            the first time to show the draggable panel is fine. The first time you click on Auto Center check box, it is also good. The second time you click off Auto Center check box, the panel no longer is "draggable".

                rev 19993 now has this working properly, however the styling of the header of the popup does not extend the full width of the popup any longer.
