            Description

            There has been a request to add effects to the panelTooltip component. The current ways of adding effects to components do not work because there is no way to map effects with a show/hide event. So In order to do so the panelTooltip component should have two new attribute (e.g.) showEffect and hideEffect. Where each attribute can be set to a effect.
