Remove the support of toolbarOnly option from the inputRichText component

            Description

            Due to the some complication of the Javascript API of the texteditor and the nature dynamic dom update the toolbar and the editor panel doesn't rewire properly when the toolbar and the editable panel is being rendered/unrendered separately (e.g.) The toolbar is outside the panelTabSet and editor is inside the panelTab, changing the panelTab unrender then previous editor and render a new one. Rewiring of the javasript objects on client side is not working.
