ice:selectInputText popup list disappears when text field loses focus in IE

      Description

      Typing in a key in the selectInputText opens the popup list with various suggestions.
      If the user scrolls in his page or the input text field loses focus in Internet Explorer then
      the list disappears. Doing the same in Firefox causes the popup list to remain open
      until a selection is made which is probably the preferred behaviour.

          Behavior of list when field loses focus is the same in Firefox as in IE. Only when the browser is scrolled is the behavior different in Firefox and IE.

          The problem is not caused by the scrolling per se, but by IE generating an onblur event on scrolling. Note that the onblur event behaves the same in both IE and Firefox: the list will fade away. It's not true that Firefox will keep the list, as is suggested in the Description. Code added to skip the event when browser is scrolled in IE.
