Meta tag causes lost link tags when non-redirect navigation rules

      Description

      This is probably a bridge issue, but might be a component issue. When using a non-redirect navigation case, the new page is sent via the XmlHttpRequest, as opposed to the regular browser mechanism. There was an issue where if the DOM diff caused the HEAD to to update, then the link tags would be lost, and the page would not have CSS styles applied anymore. A user found that if they put an <meta> tag in the head, then this would trigger the problem.

      Apparently this is also a problem with having an <f:verbatim> tag in the head as well.
