Create utility to automatically rename old v1.5 CSS classnames to v1.6 variants

            Description

            Due to the changes to the default CSS classnames used by the ICEfaces components made in ICE-1745 we need to create a utility program that will take a specified text file (.css or .html) and replace any instances of the ICEfaces 1.5 CSS classnames with those in vf1.6.

            This is necessary to ease user adoption of v1.6 in cases where they are overriding the default ICEfaces CSS classes.
