xp-portlet.css is falling behind xp.css

            Description

            I've seen lots of updates to xp.css in the source tree, but not a single update to the xp-portlet.css file. I fear that the latter is falling behind. Under the current plan for portlets, the xp-portlet.css file needs to be updated in the same way xp.css is updated.
