build script with tool bundle

            Description

            We need a more generic build.xml for tool folder. (based on the nightly build)

            Ideally, it will be called to produce all bundle. Each IDE is nice to have a
            target as well.

            The script will be located under:
            http://10.18.39.25:8888/svn/repo/tools
