MenuBar tld should not have actionListener attribute

            Description

            tlds say MenuBar can have an actionListener, which doesn't really make sense, no
            support for this in the component, so we should take it out.

              MenuBar extends UICommand, that is why meta-data generator was adding the action and actionListener attribute to the MenuBarTag class and tlddoc as well.

              In order to fix this bug we had to tell the TagLibraryGenerator and TLDGenerator to not to write action and actionListener attribute for MenuBar component. -revision 13655
