            Description

            The structure of project metadata (ICEfaces libraries) is global before.

            This is causes all design time projects within JDeveloper fail to show up. But
            only a component tree structure ... (fail back situation).

            So the changes made in here to limit scope to project level. Hence no failure
            for entire IDE.
