            Description

            The ace:tooltip component currently always opens it's popup list in the location specified by its "position" attribute, even in cases where there is no enough visible space on the page for it in that position.

            The tooltip positioning logic should be improved to make intelligent positioning adjustments based on the amount of space for the tooltip around its target component.
